It used to be understood that the purpose of the criminal justice system was to punish criminals. At some point during the 1960s, the pernicious idea that rehabilitation rather than punishment should be the goal crept in, and the result was the explosion of crime in the 70s and 80s. However, in the case of the insane, clearly treatment is more appropriate than punishment. We bring this up because the question of punishment looms large as we deal with super-villainesses, and our position is of course that they should be punished by spanking.
Nonetheless, the work we see here, entitled "Arkham Rehabilitation," presents us with several difficulties. To the extent the Arkham inmates are insane, they need treatment not punishment. (Recall that the name of the institution is "Arkham Asylum for the Criminally Insane". For more about Arkham, see Poison Ivy Paddles Harley Quinn). On the other hand, as we pointed out there, neither Harley nor Ivy actually belong in Arkham, and it seems the Arkham authorities and Nightwing (Dick Grayson, formerly Robin) agree with us, for the only treatment Harley & Ivy are getting here is a good punishment paddling!

The art was done at the behest of an unknown commissioner by Sorenutz, to whom CSR readers were introduced in Barda Spanks Wonder Woman. He gives his spankees anguished expressions consistent with actual punishment paddlings, and we think it's safe to say based on those expressions Harley and Ivy genuinely regret their life of crime right about now!
