Who doesn't like to see cheerleaders being spanked? And when that cheerleader is Veronica Lodge, so much the better!
Now, the most logical spankers for Veronica are probably Archie and her father, followed maybe by Reggie, but people tend to forget that Dilton Doily was part of the gang as well. He was, of course, the "smart guy," the brainy kid who was never (as we recall) all that popular. Now something like that could well lead to frustration on his part, and what better way to relieve that frustration than to whack Veronica on her behind with a ruler? (We'd prefer to see the school paddle deliver the swats but can't complain since it probably wasn't handy and a ruler was what we ourselves had to use once in a similar situation when we were back in high school).
We believe the artist here is Cattle6 although the work was brought to our attention by Rarefreak. We discussed Cattle6's style back in Five Spankings for a Superheroine, which may date from the same period. The composition is a little odd, but it is certainly conceivable that Veronica would attempt some cheerleading maneuver that combines jumping with bending at the waist. It seems a little less likely that Dilton would be quick enough to apply the ruler to the seat of her panties at just the right moment, but we must grant a certain artistic license. One noteworthy feature is Veronica's ultra-short mini-skirt which is raised by simple inertia on the descending part of her jump, giving Dilton's ruler good access to the target area.
