Who better to spank Harley Quinn than the head of the "Batman Family" of characters, Batman himself? He even mentions that it's about time someone besides The Joker paddles her behind. And yet this is only the third time we've seen this pairing in this gallery.
Our artist is Tim Phillips, whose fine superhero spanking work we saw last year in Lashina/Big Barda and Mr. Miracle/Big Barda. He renders both characters well here although the spanking position is that strange variant "Over the arm" which you've got to be a strong guy to pull off. We do get a nice view of Harley's rear.
We believe that Phillips "self-censored" his own drawing with that red dot, which brings
us to some sad news: Phillips has decided not to do any more "not safe for work" (NSFW)
images, which means no more spankings. 
However,
we do have ten more of Phillips' spanking drawings in the files
and we'll probably see them over the
next two or three years.
